CONSTRUCTION MANAGEMENT SERVICES FOR SPACEPORT AMERICA

The State of New Mexico Spaceport Authority (NMSA) is requesting proposals to contract with a Construction Management (CM) firm to oversee and manage the construction of Spaceport America, located near Upham, New Mexico.  The selected CM firm shall hold in good standing a New Mexico General Contractor license, and shall maximize the use of New Mexico subcontractors. 

The purpose of this Request For Proposals is to select an offeror to oversee all aspects of pre-constaruction, construction and post-construction phases of the project. The CM shall represent NMSA in all aspects of quality control, value engineering, scheduling management and budget management.  The CM will ensure that the project remains within the proposed budget. 

The selection process will be conducted in two stages.  Phase 1 Offeror Qualifications will include a formal response to this request due October 15, 2008.  Phase 2 Price/Cost and Expanded Work Plan/Methodology Approach of the three highest respondents selected in Phase 1.  A pre-proposal conference for Phase 1 will be held on October 2, 2008 at 9:00 AM (Time) NM Spaceport Office, 710 Highway 195, Elephant Butte, NM  87935.  The formal selection (Phase 2) will commence on October 20, 2008.

NOTICE: Overview is of preliminary drawings and descriptions. Offerors MUST submit A Request for Proposals Acknowledgement of Receipts Form to the Procurement Manager to receive the CD with detailed drawings.

Questions pertaining to this solicitation are to be made in writing (letter, fax, or e-mail) only.  As helpful and useful, these questions (without attribution) and answers will be provided on the Spaceport Authority website www.spaceportamerica.com .  The deadline for receipt of questions for Phase 1 is October 8, 2008 at 5:00 PM MDT. 

**All responses submitted to the pursuant to this Request for Proposals (Phase 1) are due at the address given above not later than 4:00 PM, MDT, on October 15, 2008. Proposals received after this deadline will not be accepted.**
